Guarantee Procedures
The rules of operation for WTE tCashe member accounts call for several types of protections for members.
A seller is guaranteed the buyer's account is in good standing by calling the 24 hour authorizations line and requesting an official authorization for a charge by the buyer. We recommend contract sellers to use a half-down in advance charge to verify a buyer account before committing any labor or cost to a job. This is then paid along with the balance due upon completion and submitting the buyer-signed invoice.
In addition a seller may receive a verbal indication of the buyer status upon request so that he can judge any risk before he commits actual materials and labor to a job.
A buyer is protected by the procedure of signing the purchase form, much as one signs a check to pay for an item when he is satisfied with the quality and warranty. A three day stop payment exists in the member rules to allow for undiscovered defects. A stopped payment is held in escrow pending settlement, neither paid to the seller nor refunded to the buyer until an agreement is made.
An arbitration council made up of volunteer members is available to settle disputes between members.
While WTE strives to find satisfactory solutions by simple communications with sellers and buyers whenever a difficulty arises, we cannot accept responsibility for problems which arise between members or members and the public. We will do the moral thing and try to assist and follow such payments as are signed off, but accepting responsibility is not offered as part of our guarantees. Once paid, it is similar to having a payment check, "clear the bank". A very cautious member buyer can take advantage of an escrow process where we offer to hold an advance payment pending completion and a release of payment by the buyer. Thus we would hold payment to guarantee it is available to the seller and the buyer can release it when the job is done. Both parties are protected this way.
Also, please be aware that no after-the-fact guarantee procedure is a substitute for a simple, clear-cut written agreement between the buyer and seller before any job is done. The WTE form itself is a ready place to write one's own guarantee terms as the deal is understood. "No warranty", "7 days money back", "Manufacturers warranty only", "Sold as is", "Sold with known defect xxx", "Completion within 60 days or a 3% per day late penalty" and "Double your money back if not satisfied" are all terms which could be written onto a WTE form before it is signed.
